so in a way, the drug dealers are contracting with the police, with the unspoken agreement that the police will allow them to move and sell their PRODUCT, but that a percentage of their PROFITS will be seized whenever possible.
im sure the citizens whose communities are ridden with drugs and crime are SO GRATEFUL that the police are making sure to get AS MUCH MONEY and as LITTLE DRUGS as possible…
