			<content:encoded><![CDATA[<p>In its first four years, like <strong>Phoenix Mayor Phil Gordon</strong> flying cons only spent a few days away from zero to the city and business hotel. But after his reelection in 2007, he spent a week on the road to national and international levels.</p>
