<p>ESQUIMALT &#8211; The mother of a disabled child is fighting mad, and she says the provincial government is picking on people with disabilities. Her daughter needs orthotic inserts to help her to walk, and for 24 years the province has supplied them. But last April BC changed the rules, paying for orthotics only when there is a risk of amputation. From the day Melissa Matthews was born, she has needed 24 hour care. Unable to talk, dress, feed or bathe herself, it&#8217;s been her mother, Colleen, who has been at her side providing the essentials of life; a helping hand when Melissa wobbles as she walks on her severely deformed feet, slowly feeding her water through a syringe, and now giving her daughter a voice. &#8220;Why are they picking on the most vulnerable people in society?&#8221; she questions, referring to the BC Government&#8217;s change in funding to people with disabilities. Matthews says last April, after 24 years, the government stopped paying for Melissa&#8217;s orthotics; shoe inserts that help to stabilize her walking. &#8220;They are basically saying people with walking disabilities in the Province of British Columbia custom orthotics unless a doctor or an orthotist says on a form there&#8217;s a risk of foot amputation&#8221;, she says criticizing the policy &#8220;And the ministry seems to sneak these things in. Melissa takes all her meds and fluids through syringes, because we dissolve everything, as she has no teeth. So, I get a letter telling me her syringes are now denied&#8221;. A group of protestors representing over a dozen organizations rallied in front of the offices of Minnesota Health Care Plans Office, the HMO trade association, to protest excess retention of funds paid in by the public. Even though there is bipartisan support, the HMO lobbyists have convince the relevant committee chairs to refuse to discuss the cost saving options. Thus a possible  billion deficit reduction is swept under the legislative rug. The groups argue that, &#8220;Minnesota&#8217;s private HMOs have profited from MN&#8217;s public Medicaid while 1000s of children w/ disabilities, seniors in nursing homes, and low-income people- all on these same programs face devastating cuts. Over  billion a year of taxpayer money funds these programs into a black box of unaccountability. This year alone HMOs kept 0 million in profits and over years HMOs have hoarded .5 billion into their reserve funds.&#8221; If all public health insurance programs run by various state agencies were consolidated into one state agency payer would save an estimated  billion this year &#8211; a significant dent in the  billion state deficit.
